NorthwesTel is one of several Internet providers in Yellowknife (where the Diavik Diamond mines are headquartered.

I would guess that the signal originates in a larger city and is relayed into Yellowknife on either satellite or via microwave transmission.  NorthwesTel advertises speeds of up to 4Mbps download and 768Kbps upload, at prices which start at $100 / month for 1.5Mbps download and go up to $250/month for 4Mbps.</description>
