To build mine upper side with ventilation, air systems, fire-fighting, emergency stuff, etc, showers, cafe/dinner-rooms, dress-rooms, leisure rooms, may be even living places for workers, medical personnel, emergency shifts, etc. - will cost at least from 5 to 20 millions $ (it's cheapest one). Sometimes investors/builders just purchase previously started mines (and abandoned due to wars, lack of financing or other reasons).
