    Depend of ground type, you should ask this question in geology (or somewhere close-to category). Also country wealth level, taxation system should be taken into account. Average labor costs, risk levels, corruption, crime level, export/import quotas/restrictions, labor protection (safety requirements). To build mine upper side with ventilation, air systems, fire-fighting, emergency stuff, etc, showers, cafe/dinner-rooms, dress-rooms, leisure rooms, may be even living places for workers, medical personnel, emergency shifts, etc. – will cost at least from 5 to 20 millions $ (it’s cheapest one). Sometimes investors/builders just purchase previously started mines (and abandoned due to wars, lack of financing or other reasons).

    Actually I don’t know for sure this business, so it’s just my guess.
