Diamonds are not ‘cut’ like with a (diamond?) knife. Diamond is a hard brittle crystal that has preferred cleavage planes. The diamond is struck with a hard tool and separates into two pieces forming flat planes or facets. It takes an expert to bring out the correct facets to reflect light within and without. A wrong blow, and the diamond will turn to diamond dust.

It doesn’t take a diamond to cut a diamond so this isn’t a “chicken or egg” dilemma. Go Google “cutting diamonds” and find out first-hand.

Probably with some other material that is hard enough. Laser seems impossible, because they have been working with diamants long before there even was something like laser.
